Inaugurated in September 2023 the Pan-African Postal Union complex constructed at the cost of 33 billion/- is the sight which welcomes visitors to Arusha when entering the city using the main Moshi-Arusha Highway.
Located at Philips Area, next to Mount Meru Hotel, the PAPU Tower is going to serve as the headquarters for the continental posts and communications body.
It is a beautiful building whose sides look like a stack of bronze coins.
And with 18 floors going up vertically, the PAPU Tower, mushrooming from Sekei ward of Arusha, is essentially also the highest building in the Northern Zone it gets launched on September 2, 2023.
PAPU Tower features an African themed entry-level ground foyer with an additional slightly shorter twin structure or rear wing and a large underground parking slot for those shiny cars.

The new building was constructed in a joint venture between the Pan African Postal Union and the Tanzanian government through the Tanzania Communications Regulatory Authority (TCRA).
The Pan African Postal Union
The PAPU complex is a joint venture project between the Pan African Postal Union, which operates from Arusha and the Tanzanian government through the Tanzania Communications Regulatory Authority (TCRA).
The Pan African Postal Union which operates from Arusha, footed 60 percent of the bill while the Tanzania Communications Regulatory Authority (TCRA) covered the remaining 40 Percent on the tab.
The Tanzania Communications Regulatory Authority (TCRA) covered the remaining 40 Percent on the tab. Both institutions are housed at the building, alongside the Tanzania Postal Services offices.
The high-rise building breathes new air into the city’s real estate investment sector.
But it took more than 22 years for the project, which was announced way back in 2001 to be realized.
If many other buildings that got planned in Arusha years later were completed and started towering over the city before the PAPU Tower eventually emerged.
The other skyscraper edifices currently competing to kiss the Arusha skyline include the Ngorongoro Tourism Centre building, the National Social Security Fund’s (NSSF) Mafao House near the Clock-Tower and the former Naura Springs Hotel, all designed more than a decade ago.
Headquartered in Arusha, the Pan-African Postal Union was established in January 1980 as a specialized agency of the then Organization of African Union (OAU), the precursor to the African Union (AU).
